1. (a) The Treasurer shall appoint an executive secretary and other persons as are necessary to enable the Commission to carry out its power and purposes.
2. (b) The Treasurer shall, subject to Commission authorization, employ bond counsel, financial consultants and advisers as necessary in the performance of the functions of the Commission.
