1. (a) An Applicant may be eligible to receive funding when the Authority determines that:

   1. (1) The Applicant has submitted an Application that meets the requirements of Section 8112.
   2. (2) The Applicant proposes a Project;
   3. (3) The funds are requested to finance Eligible Costs associated with a Project;
   4. (4) The Applicant demonstrates the ability to gather likely sources of capital to complete the Project.
   5. (5) The Applicant receives a minimum passing score as set forth in section 8113(d) hereof.
2. (b) Applicants may submit only one Application for program funds.
