1. (a) The following entities are eligible to apply for a Grant under the Investment in Mental Health Wellness Grant Program for Children and Youth:

   1. (1) A county.
   2. (2) Counties Applying Jointly.
   3. (3) A private nonprofit corporation or public agency designated by a county or Counties Applying Jointly to be a co-Applicant with the county or Counties Applying Jointly.
