1. (a) Public or worker health hazard.
2. (b) Environmental contamination.
3. (c) Pesticide residue overtolerance.
4. (d) Fish or wildlife hazard.
5. (e) Lack of efficacy.
6. (f) Undesirable phytotoxicity.
7. (g) Hazardous packaging.
8. (h) Inadequate labeling.
9. (i) Disruption of the implementation or conduct of pest management.
10. (j) Other information suggesting a significant adverse risk.
11. (k) Availability of an effective and feasible alternate material or procedure which is demonstrably less destructive to the environment.
12. (l) Discovery that data upon which a registration was issued is false, misleading, or incomplete.
