1. (a) A completed application resubmitted within 180 days from the date the secretary initially returned the application shall not require payment of a new licensing fee.
2. (b) A new licensing fee must accompany a completed application resubmitted more than 180 days from the date the secretary initially returned the application.

In addition to the requirements found in Section 14591 of the Food and Agricultural Code, each licensee is required to provide a place of business. If the secretary returns an incomplete application for a license to the applicant:
