1. (a) Costs. Costs shall include, but not be limited to, administrative salaries, inspectors' wages, clerical wages, vacation, sick leave, and other compensated time off, health benefits, automobile, travel, rent, retirement, utilities, communications, supplies, depreciation on equipment, departmental administrative pro rata, fees to the U.S. Department of Agriculture required under the co-operative agreement, and all other costs pertinent to the operation of the Bureau of Shipping Point Inspection.
2. (b) Reserve. A reasonable reserve, in addition to costs, to provide for a proper working capital and unforeseen contingencies. Unexpended funds collected during any marketing season may be carried forward for use during subsequent seasons.

In accordance with the requirements of Division 5, Chapter 1, of the Agricultural Code of the State of California and the provisions of the co-operative agreement between the California Department of Agriculture and the U.S. Department of Agriculture entered into under the authority of said division and chapter, a reasonable schedule of fees or charges shall be established and from time to time amended, for the services provided for under said division and chapter and said co-operative agreement and shall be based upon the approximate costs of the services rendered.

Such costs shall be determined in accordance with generally accepted accounting procedures applicable in the circumstances, and will include the following:
