The Department, or humane officers under contract with the Department, shall inspect commercial blood banks licensed by the Department and each facility that keeps, houses, or maintains animals for the licensed blood bank at least once a year to ensure compliance with the protocols required by Section 9221(e) of the Food and Agricultural Code.
