1. (a) be of concrete or equally impervious materials, tightly constructed to prevent leakage, that can be readily cleaned, washed, and disinfected;
2. (b) have a curb adequate to confine garbage and fluids but in no case less than three inches high; and
3. (c) be kept in a clean and sanitary condition by washing or dry cleaning. Refuse shall be removed from the feeding area within 48 hours after completion of the feeding.
