Garbage may be retained or maintained inboard on vessels, on aircraft or on other vehicles in tightly closed containers or receptacles only. The Director of Food and Agriculture, his deputy or inspector may at any time require such other disposal or treatment of garbage, containers, or receptacles as he or they may deem necessary for the protection of agriculture.
