1. (a) Demonstrate the highest degree of risk to public health and safety or the environment which can be prevented or mitigated by closure of the landfill;
2. (b) Are small landfills;
3. (c) Are located in rural areas;
4. (d) Have approved Closure and Postclosure Maintenance Plans; and
5. (e) Propose complete closure of the site.
