1. (a) Postclosure maintenance for the purposes of reducing impacts to health and safety, shall be conducted to ensure the integrity of the final cover and environmental control systems. The landfill shall be maintained and monitored for a period of not less than thirty (30) years after the completion of closure of the entire solid waste landfill. Any areas in which final cover is placed prior to the closure of the entire landfill shall be maintained in accordance with an approved postclosure maintenance plan, but the thirty (30) year monitoring period shall not commence until closure of the entire landfill is complete. Maintenance and monitoring shall include, but not be limited to the following:

   1. (1) site security;
   2. (2) gas monitoring and control system maintenance as specified in the final closure and postclosure maintenance plans.
2. (b) If nonliquid waste is exposed during postclosure maintenance activities at a solid waste landfill, the waste may be returned to that landfill provided that the integrity of the final cover is maintained.
3. (c) The operator shall provide to the CIWMB and the EA copies of the maps and reports provided to the RWQCB pursuant to § 21090(e)(2) describing the amount of differential settlement.
