1. (a) Become at least 50% occupied; or

2. (b) Upon petition of 50% of the residing heads of households, contractor shall assist and encourage the residents of the migrant housing center to elect from among themselves a Resident Council which shall have the following responsibilities:

   1. (1) Elect from among themselves a chairperson;
   2. (2) Advise the contractor and/or the Department on any matter pertinent to the operation of the migrant housing center;
   3. (3) Represent all residents of the migrant housing center on matters which properly should be presented to the contractor and/or the Department.
