1. (a) Program funds shall only be disbursed for payment of obligations which are due or for reimbursement of expenditures previously approved by the Department.
2. (b) The recipient must request disbursements of Program funds on a form prescribed by the Department and such requests must be in accordance with authorized amounts set forth in the budget approved by the Department. With the prior approval of the Department, the recipient may transfer any allocations or portions thereof set forth in the approved budget to other allocated items of said budget.
