1. (a) Recipients which will utilize federal assistance, such as loans and/or grants from RD, as their matching share, shall submit promptly to the Department copies of all letters from the federal agencies that have a bearing on the housing development.
2. (b) The department will work with the federal agencies to ensure a coordinated approach to processing and approving applications for housing developments.
3. (c) In the event a conflict exists between federal and state regulations, the Department shall yield to the federal regulations insofar as not prohibited by State law or the legitimate interests of the State.
4. (d) The Department always maintains the right to monitor housing developments assisted by its grant in areas of concern to the Department.
