1. (a) A petition area shall qualify as a distressed area if the petition area has experienced a history of gang-related activity, whether or not crimes of violence have been committed.
2. (b) The city, county, or city and county shall attach the documents demonstrating that the petition area has been identified by the Office of Criminal Justice Planning for the State of California as a gang activity area.
