1. (a) If a preliminary application is submitted by a single applicant, than the lead agency for purposes of Government Code section 7075 and this article shall be the applicant.
2. (b) If a preliminary application is a joint application submitted jointly by more than one city, county, or city and county, then the lead agency for purposes of Government Code section 7075 and this article shall be determined in accordance with article 4 of the CEQA guidelines.
