1. (a) Applications for payments from the feasibility account shall be made on the Department's application form and shall provide all required information.

2. (b) Assistance from the feasibility account shall be available to defray development costs or short-term operational costs of non-assisted units if the Department determines that:

   1. (1) additional payments are necessary to ensure the economic feasibility of the development,
   2. (2) without additional payments the development could not or would not be undertaken, and
   3. (3) sufficient funds are available to make such payments and not more than 10% of the Fund would be used for such payments.

3. (c) Applications for assistance from the feasibility account, in addition to other information required by the Department, shall include:

   1. (1) the anticipated amount of assistance required and the basis for the calculation of that amount, and
   2. (2) substantiation of the information required by subdivision (b).
