1. (a) The following activities are not projects:

   1. (1) Study and evaluation of housing market conditions, the housing industry, public and private housing programs, etc.
   2. (2) Training
   3. (3) Technical assistance
   4. (4) Public Information and service
   5. (5) Review of activities, applications, etc., where HCD is not the funding agency
   6. (6) Legislative analyses and proposals.

2. (b) The following activities are statutorily-exempt from CEQA:

   1. (1) Feasibility and planning studies for possible future actions which have not been approved, adopted or funded. This includes the Statewide Housing Plan prior to adoption by the Legislature. Such studies should give consideration to environmental effects.

3. (c) The following activities are categorically exempt from CEQA:

   1. (1) Data collection and research.
