1. (a) The department, at its sole and absolute discretion, may reopen any closed or retained complaint(s) if the department determines one of the following:

   1. (1) that such a complaint relates to one or more subsequent complaints in a single mobilehome park;
   2. (2) that such a complaint is related to subsequent complaints in multiple mobilehome parks if the department determines that the ownership, management, or operation of the parks meets the criteria in subdivision (h) of Health and Safety Code section 18802; or
   3. (3) the department is otherwise authorized to do so by law.
2. (b) If the department reopens a complaint pursuant to subsection (a) and the complaint is eligible for further MRLPP assistance pursuant to Section 4908, the department may, if appropriate, seek additional documents from park management pursuant to Section 4910. The reopened complaint shall then be handled in accordance with Sections 4912 and 4914.
