1. (a) An outline of the procedure which will direct the manufacturer to construct vehicles in accordance with the approved plans, as per Section 4025.
2. (b) Two copies of all documents submitted for approval shall be on substantial paper or cloth, 8 ½ x 11 inches.
3. (c) An application on forms supplied by the department.
4. (d) Quality control manual filing and plan checking fee as required by Section 4044.

A manufacturer of vehicles shall make application to the Southern California office of the department for an in-plant quality control manual approval. The submittal shall contain at least the following:
