1. (a) Any person for whom waste discharge requirements have been waived pursuant to Section 13269 of the Water Code shall submit an annual fee to the state board if a fee is specified for the waiver in this section. These fees shall apply whether or not a regional board or the state board has previously waived the payment of fees for the discharge of waste.
