1. (a) Reports, as defined by section 1030, subdivision (k), shall be submitted to the board electronically on forms available at the board's website, unless submitted pursuant to subdivision (b).

2. (b) Reports, as defined by section 1030, subdivision (k), for groundwater extractions that meet all the following criteria, may be submitted to the board on the form required for submission to a court-appointed watermaster:

   1. (1) Are described in section 5202, subdivision (a)(2) of the Water Code, but not section 5202, subdivision (a)(1) of the Water Code;
   2. (2) Are subject to the jurisdiction of a court conducting a comprehensive groundwater adjudication pursuant to sections 830 to 852 of the Code of Civil Procedure;
   3. (3) Are required to be reported to a court-appointed watermaster on no less than an annual basis;
   4. (4) Are measured using a meter; and
   5. (5) Are not located in a basin in which the board is conducting an investigation or proceeding under Chapter 11 of Part 2.74 of Division 6 of the Water Code.
