1. (a) Sections 939.1 through 939.6 apply to measurement data collection and submission for water year 2026 (which spans October 1, 2025 through September 30, 2026).
2. (b) Before October 1, 2026, diverters meeting the applicability criteria described in section 939.3 must either collect measurement data in accordance with the measurement requirements described in sections 939.2 through 939.6 or in accordance with sections 931 through 939. Measurement data collected before October 1, 2026 must either be submitted in accordance with the submission requirements described in sections 939.2 through 939.6 or in accordance with sections 931 through 939.
3. (c) Beginning October 1, 2026, diverters must collect and subsequently submit measurement data in accordance with sections 931 through 939.
