1. (2) No new evidence shall be submitted at the State Water Board meeting. Written arguments submitted after the workshop meeting shall be limited to revisions to the proposed order that was considered by the State Water Board at the workshop meeting. Such written arguments shall be filed at least two working days prior to the State Water Board meeting, unless otherwise specified by the State Water Board.
2. (b) This section does not limit the authority of the Executive Director to issue an order by settlement to resolve a petition on behalf of the State Water Board.

(a)(1) Except as provided in subdivision (b), unless denied by the Executive Director pursuant to section 3714(b), formal disposition by the State Water Board of any pending petition will be taken at a regularly or specially scheduled State Water Board meeting. At the meeting the State Water Board may invite comments on the matter from interested persons. These comments shall be based solely upon evidence contained in the record or legal argument.
