1. (a) Upon receipt of a petition that does not comply with section 3711.2 or 3712.2 of this chapter, the State Water Board shall notify the petitioner of the manner in which the petition is defective and the time within which an amended petition may be filed.
2. (b) If a properly amended petition is not received by the State Water Board within the time allowed, the petition shall be dismissed unless good cause is shown for an extension of time.
