1. (a) Upon acceptance of an application to appropriate water, the board staff shall, within 30 days, determine whether an application is complete by applying the criteria set forth in this subchapter.
2. (b) In the event that the board staff determines that the application is incomplete, it shall, in writing, notify the applicant of such determination, shall specify those parts of the application that are incomplete, and shall indicate the manner in which they can be made complete.
