1. (1) An opening statement by the Chairperson or presiding member summarizing the subject matter and purpose of the proceeding.
2. (2) Presentation of comments or evidence by the staff of the Regional or State Board.
3. (3) Presentation of comments or evidence by interested persons.

Rulemaking or informational proceedings shall be conducted in the following order; provided, however, that the Chairperson or presiding member may modify the order for good cause:
