1. (a) The Preliminary Site Assessment Phase includes, at a minimum, initial site investigation, initial response actions, and initial site characterization in accordance with section 2671, and may include interim remedial actions taken in accordance with section 2710(c).
2. (b) Implementation of any of the interim remedial actions or any of the activities included in the Preliminary Site Assessment Phase constitutes initiation of corrective action.
