1. (a) If the regional board finds that early closure of a waste management unit is necessary to prevent violation of waste discharge requirements, it shall adopt a Cease and Desist Order pursuant to Section 13302 of the Water Code which requires closure according to an approved closure and post-closure maintenance plan.
2. (b) The discharger shall submit to the regional board a report including the closure and post-closure maintenance plan described in Section 2597 of this article, if such a plan was not submitted with the report of waste discharge; and a revised schedule for immediate termination of operations and closure.
