1. (a) Department. Department means the Department of Water Resources.
2. (b) Director. Director means the Director of Water Resources or the person to whom he has delegated the authority to carry out the activities referred to in the State CEQA Guidelines and this subchapter.
3. (c) Project Proponent. Project Proponent means the person who undertakes an activity which involves Department financing or regulation.

In addition to the terms used in the State CEQA Guidelines, the following terms used in this regulation have the following meanings:
