1. (a) In addition to any administrative fee, the Department may charge a reasonable fee where it prepares environmental documentation in accordance with the State EIR Guidelines (Title 14, Section 15053).
2. (b) The environmental fee shall be calculated and collected as set forth in the Department's Regulations for Implementation of the California Environmental Quality Act of 1970 (Title 23, Section 503).
