1. (a) After the Department notifies an applicant of the proposed project's preliminary eligibility, the applicant shall hold one or more public meetings to describe the project to interested persons.
2. (b) If the applicant has already held a public meeting on the project, the Department may waive the requirement of subdivision (a).
3. (c) If the applicant changes any part of the project as a result of comments received from a public meeting, the applicant must submit those project changes to the Department for further review.
4. (d) Any comments received by the applicant during public comment shall be presented to the Department before the application shall be considered complete.
