1. (a) Applicants shall file with the Department a complete application. The Department shall provide application packages upon request.
2. (b) A complete application consists of the application and any required supporting information, including environmental documentation, attached to, or bound with, the application.
3. (c) If environmental documentation is not completed, the application may be submitted with a statement explaining in detail the steps remaining in the process of obtaining final environmental documentation.
