1. (a) Monitoring protocols shall be developed according to best management practices.
2. (b) The Agency may rely on monitoring protocols included as part of the best management practices developed by the Department, or may adopt similar monitoring protocols that will yield comparable data.
3. (c) Monitoring protocols shall be reviewed at least every five years as part of the periodic evaluation of the Plan, and modified as necessary.

Each Plan shall include monitoring protocols adopted by the Agency for data collection and management, as follows:
