Administrative civil penalties assessed in administrative enforcement orders issued pursuant to California Code of Regulations, Title 23, Division 2, Article 7 and Water Code, Division 3, Part 1 shall be assessed following the procedures set forth in this article. The penalty assessed for any violation in accordance with this article shall not exceed the maximum penalty authorized by statute. All penalty calculations in this article shall be rounded to the nearest whole dollar.
