(a) Each adult day health care center may establish an advisory committee composed of community and participant representatives other than those comprising the governing body. The functions of this committee shall be:

1. (1) To serve as informational resources.
2. (2) To provide liaison between the center and the community.
3. (3) To resolve individual issues.
4. (4) To contribute specific expertise as needed.
5. (5) To assist in reaching those in need of services.
