1. (a) Each GMC plan shall have the organizational and administrative ability to carry out its contractual obligations, including but not limited to the following:

   1. (1) Each PHP and dental plan shall meet the organizational and administrative requirements contained in Section 53200.
   2. (2) Each PCCM plan shall meet the organizational and administrative requirements contained in Section 56200.
