1. (a) Each Medi-Cal beneficiary signing an enrollment application shall be informed in writing of the following:

   1. (1) A 15 to 45-day processing period is necessary between the date of application and receipt by the plan of written notice from the Department that the applicant has been enrolled.
   2. (2) Enrollment is not effective until such processing is completed.
   3. (3) The applicant has the right to receive health care services under his/her current arrangement during the processing period, so long as he/she retains Medi-Cal eligibility.
   4. (4) The applicant has the right to request disenrollment without cause at any time.
