1. (a) Each plan shall establish and maintain a procedure for submittal, processing and resolution of all member complaints. Such procedure shall be approved by the Department and shall provide for the processing of disenrollment requests through the grievance procedure in sufficient time to submit requests to the Department in accordance with the provision of Section 53440.
