1. (a) A prepaid health plan, affiliate, vendor, subcontractor or sub-subcontractor shall not submit a claim to, demand or otherwise collect reimbursement from, a member or persons acting on behalf of a member for any services provided under this Chapter except to collect:

   1. (1) Third-party payment in accordance with Section 53222 (a).
   2. (2) Payment for services provided pursuant to Section 53210 (d).
