   1. (1) The Director of the Department of Health Services, and

   2. (2) The following appointive and civil service employees of the Department:

      1. (A) Chief deputy directors;
      2. (B) Deputy directors;
      3. (C) Chief counsel;
      4. (D) Division chiefs;
      5. (E) Branch chiefs;
      6. (F) Section chiefs;
      7. (G) Office, unit, bureau, project and program chiefs.
