1. (a) Renal dialysis centers and community hemodialysis units shall be reimbursed the lesser of customary charges or reasonable costs for services provided in accordance with Section 51330.

2. (b) The Department shall use the “Health Insurance Regulations Manual” (HIRM-1), Intermediary Letters and other payment guidelines issued through March 31, 1976 by the U.S. Department of Health, Education, and Welfare for the administration of Title XVIII of the Social Security Act:

   1. (1) In ascertaining whether or not costs are reasonable for these services.
   2. (2) As a guide for computation of interim payments and reasonable costs at final settlement.
3. (c) Charges for dialysis equipment and supplies are payable by the Medi-Cal program only when billed by the facility.
