1. (a) A provider shall not refer any Medi-Cal beneficiary for any health care service which is clearly in excess of accepted standards of practice.
2. (b) A provider shall not prescribe drugs for any beneficiary that are clearly beyond the beneficiary's legitimate medical needs.
