1. (a) Swing bed facilities as defined in Section 51178 shall:

   1. (1) Meet the standards for hospitals specified in Section 51207.
   2. (2) Be certified as a special hospital provider of long-term services under Title XVIII of the Federal Social Security Act.
   3. (3) Be approved by the Department as a primary health service hospital in accordance with Division 2, Article 10 of the Health and Safety Code commencing with Section 1339.
