“Hospital outpatient department services” means diagnostic, preventive or therapeutic services furnished on an outpatient basis on the premises of a hospital. Hospital based home health agency services, home dialysis services, portable imaging services, and collection of laboratory specimens need not be furnished on the premises of the facility.
