(a) County departments that have established a procedure for screening potential applicants prior to application shall:

1. (1) Determine the Medi-Cal program under which the person or family should be processed.
2. (2) Provide information regarding Medi-Cal eligibility requirements to all persons being screened.

3. (3) Inform each person being screened of that person's rights under the Medi-Cal program, even if it appears that the person is ineligible. Rights of Persons Requesting Medi-Cal, MC 216, shall be explained to, and signed by, the person being screened.

   1. (A) The original shall be retained by the county department. If the person being screened does not apply for Medi-Cal, the form shall be retained for at least 90 days.
   2. (B) A copy shall be given to the person being screened.
