1. (a) Payments from any source, received by a foster parent for the care of a foster child, shall be exempt except for:

   1. (1) The portion of the payment designated by the county department for care and supervision, if such a designation is made.
   2. (2) Payments made to a foster parent when a foster child is temporarily absent from the foster home for a month or more.
   3. (3) Payments made to ensure availability of a room or rooms for foster children.
