1. (a) Family member means the following persons living in the home:

   1. (1) A child or sibling children.
   2. (2) The parents married or unmarried of the sibling children.
   3. (3) The stepparents of the sibling children.
   4. (4) The separate children of either unmarried parent or of the parent or stepparent.
2. (b) If there are no children, family member means a single person or a married couple.
