1. (a) The Department is the single state agency approved by the Secretary of the Department of Health and Human Services to administer the Medi-Cal program.

2. (b) The Department shall administer the Medi-Cal program in accordance with the following:

   1. (1) The State Plan under Title XIX of the Social Security Act.
   2. (2) Applicable State law, as specified in the Welfare and Institutions Code.
   3. (3) Medi-Cal regulations.
3. (c) The county welfare department in each county shall be the agency responsible for local administration of the Medi-Cal program under the direction of the Department.
