1. (a) All services purchased for handicapped children shall be authorized by the Department or the local administering agency prior to the time service is provided and a record of such authorizations shall be retained as part of the individual's case record in the administering agency.

2. (b) Authorization for services provided during the hours when the offices of the administering agency are closed may be issued retroactively provided that

   1. (1) the child meets the eligibility requirements of the program and
   2. (2) the administering agency is notified by the physician, hospital, or other provider of service during the first day the agency's offices are open following the time the service was provided.
